    Provided training in EPA and DOT regulations, developed training programs, Provided Health and Safety Management for clients. Developed required site safety plans, emergency response plans, contingency plans etc for clients. Audited colleges and public schools for OSHA, DOT and EPA compliance.  Prepared EPCRA reports for clients.

    Waste Management (CWM / WM / AETS / ONYX) – (Mergers, etc.) 1989 - 2000)

    • Corporate Transportation Compliance Mgr for Western Region (Onyx) (1999-2000) –Position expanded to include all of CA and Arizona.  Developing compliance and training programs for the region, providing technical and compliance expertise to the region terminals, auditing (USA and Puerto Rico) and assessment, liaison between regulators, law enforcement and Onyx. (See below for task management scope).  Continue International projects; extended to opportunities in Middle East.
    • Transportation Compliance Manager - (1992 – 1999) (CWM / AETS / WM /Onyx) Responsible for management of the Southern CA HM-transportation fleet (30 vehicles and 30 drivers) in compliance with federal, state and local regulations and corporate policies and procedures.  Provided training in all aspects of commercial driving, forklift operation and hazardous HM / HW management. Ms. Barbalace was the editor of Toxic Times, a newsletter for WM, CWM and AETS, Western Region. Conducted audits and pre-audit inspections of other facilities 70 vehicles in the west and also Puerto Rico fleet.  Involved with international development initiating the research into HW facility development in India.
    • Disposal Coordinator (1991 - 92) Responsibilities included tracking profiles through approvals process, scheduling loads into disposal facilities, interfacing with lab and sites for profile and load approvals.  Required scheduling jobs and pick ups with major customers.  Additional projects completed by Ms. Barbalace in this position included writing training modules for maintaining master and operations files and for labeling and marking drums and developing a drum tracking report system.
    • Field Analyst - (1990 - 91) (participated in Drug Enforcement Agency jobs and Household Hazardous Waste Round-ups as needed through 2000).  Was responsible for lab packing, transporting and finger printing of hazardous waste.  Was responsible for running jobs, supervising multiple field teams and contact with customers on a regular bases. Performed the manual and technical tasks necessary to safely handle hazardous waste through all phases of lab packing, sampling and removal of waste from project site.
    • Transportation coordinator CWM, Groveport, Ohio - Responsible for the management of all phases of transportation.  Additional projects completed by Ms. Barbalace include developing transportation and maintenance procedures for the district and developing training programs and providing technical chemical information to field analyst.  She also traveled throughout the Eastern Region helping offices set up transportation programs and preparing offices for internal audits.  She was editor of the District newsletter Drum Beat.
